I don't know if the epic gear has anything to do with the epic mode for instances.. I think it's just the highest end class specific gear.

The general philosophy is that gear should be less important than in most other MMOs. You will start to see blue gear as quest rewards around level 20, as well as drops from bosses at higher levels. ...
